Apple products must be purchased from the Apple Store, Apple Store Retail, Apple Store for Education Individual, Apple Store for Canada, Apple Custom Store, or a participating authorized Apple reseller located in the fifty United States or District of Columbia."
If you look at what you are saying, you will find that you are both correct.
The offer is not valid to Education Institution purchases but is valid to Education Individual purchases. ie, schools that are buying several hundred of these are already getting the best deal poss, wheras Individuals get a pretty crappy discount anyway.

Education offer good?
If you read the requirements it says quote: "The offer is not valid in conjunction with education institution purchases. Education institution pricing and promotional offers supersede this offer."
That doesn't sound to me like it does. And are you referring to the $50 off coupon or the special reduced discount recently offered. If I have to choose between the two it would have to be the huge discount!
