Apple TIL: two different OS X CDs available

Apple's Tech Info Library notes two different circulating OS X CDs, warning that users should not "mix and match" the versions on each CD: " If you want to install versions of Mac OS X from each CD, partition your hard disk and install each version of Mac OS X 10.0 on a different partition. Do not install a version of Mac OS X from one CD over a version of Mac OS X from the other CD."

Why? What for?
Sounds very very disappointed.
So I can't use korean language kit on my English X?
So I have to install two version of X on my hard drive?
Why Apple decided to separated X as two CD? Any specific reason?
I am sure that most international Mac user will be very disappointed as much as I feel.
Is this permanent decision or just temporary happening?
Well,,,,,, this gonna be a big hot potato.
