Apple has posted its CarbonLib 1.3.1 SDK, which "provides all the files needed to begin Carbon development. CarbonLib 1.3.1 supports Mac OS 8.6 and greater."

1.3.1 has a incompatibility when recording AppleScripts in the Apple Script Editor. If you use AppleScripts perhaps its better to wait until there is a fix.
Another issue is that the SDK doesn't have instructions for updating the CarbonLib for use in MacOSX .
Unless you are a developer don't use this but stay with CarbonLib 1.2.5 available from the Software Update Control Panel.
If you aren't a developer, then whey would you be downloading an SDK anyway?
Though, I sometimes like to download sdk's just to play around with the docs and sample programs...
This download has been broken for the last week, since VersionTracker first posted it. It still doesn't work. And yes, I've checked through ADC as well...

CarbonLib 1.3.1
It seems to solve the conflict with StuffIt Expander 6.0.1 problem under OS 8.6. Expander 6.0.1 got along OK with CarbonLib 1.2 and earlier versions, but CarbonLib 1.2.5 or later appears to be needed for Adobe Acrobat Reader 5.
