Tech: PC slowdown, Dell-Samsung, 3Com warns

Afternoon tech news: HP CEO Carly Fiorina says she expects the PC slow-down in the US will spread to Europe; Dell and Samsung have inked a $16 billion deal for Samsung to provide Dell with memory components, monitors, optical disk drives, and LCDs; 3Com has warned it expects to post a wider loss$215 to $235 millionthis quarter on reduced revenues; and 52 dot-com companies closed shop in February, down slightly from the 54 closing in January.
