Steven Massey's $5 shareware SteveMovieFloat 2.0 will play a QuickTime Movie or VCD in a window that will "float" over any other application's open windows. Version 2.0 offers a new standard QuickTime control bar as well as a Carbon version to run on Mac OS X Public beta. [Carbon, Classic]
Note that the MacOS X Public Beta is unable to play VCD movies as QuickTime 5 for Mac OS X Public beta does not support the MPEG standard.
