Early morning tech news: the first beta of Athena, an operating system that runs on PCs and Macs, has been released; Microsoft is blaming its technicians for the outage of its Web sites yesterday; the Senate is considering a bill that would give broadband providers tax cuts for bringing service to rural communities; and SanDisk, makers of VST products, reported record revenues in its fourth quarter but fell short of expectations, sending shares down 20%.
