Evening tech news: Rolling blackouts began today in Northern California as the state struggles against an energy crisis; AOL Time Warner could raise rates for America Online later this year, according to some analysts; Novel Concepts has registered two patents for a cooling technology which could help shrink portable devices while not decreasing battery life; and Intel is developing an entirely new mobile chip which it plans to debut in 2002.
