Michael Herzog's PG_Tooltip offers a complete Tooltip-Engine for programmers. The 10 Euro package includes all Classes and Modules for using tooltips inside REALbasic projects and also contains a sample window with the basic functionality and IDE-Extras for REALbasic 4.x. Mike Murry has also released an updated REALdocbuilder 1.5b1, his utility for generating HTML documentation for REALbasic projects.
