Afternoon tech news: Motorola has signed a $1 billion outsourcing deal with Celesica to provide wireless phones and other devices; Opera has begun offering its Windows-only (at this point), advertising-supported Internet browser, Opera 5.0, for free; and the State Department will discipline six employees in connection with a laptop computer that was reported missing in January.
