Petitions, especially online petitions, are at best ignored and at worst hurt their causes.
It takes no effort to sign a name. This is why petitions are not taken seriously. The only way to get Microsoft to take this issue seriously is to do something that takes effort on your part. Putting some effort into this will show Microsoft that you're willing to pay for an Encarta product.
Specifically, start a letter writing campaign. And whatever you do, do not send form letters; these are just as bad a petition. Everyone must write individual letters.
If this doesn't work, Britannica has a good line of competing products already available for the Mac.
