Stream Machine has released its $5,000 USB-TV manufacturing kit, which includes a TV Tuner to enable Digital VCR/Time-shift recording on a PC and also enables the creation of content for streaming media applications. The kit allows developers and manufacturers to bring "the ability to view TV in a window on a PC monitor and to record TV programming at near-DVD-quality levels" using an include Stream Machine SM2210 MPEG-2 video codec, which supports real-time video encoding and decoding using a single-pass variable bit rate MPEG-2 encoding technique.
