Turkish court orders partial lifting of YouTube ban by regulator

Ruling asks for restoration of YouTube access to all but 15 videos

The ban of YouTube in Turkey should be partially lifted, a court in the country's capital has ruled. Citing earlier rulings that affected a similar block of access on Twitter, the new ruling deems the ban to violate human rights in the region, and though it is ordering for access to be restored, some videos hosted on the service will continue to be blocked from view.

The telecommunications regulator of Turkey (TIB) initially blocked the video streaming service on March 27th, after audio recordings of a "key security meeting" between senior officials were uploaded to the site. While Twitter's blocking stemmed from court requests, YouTube's was implemented by the TIB directly without court intervention, using a law passed in early February to do so.

Reuters reports the Ankara-based court ruled the TIB ban on YouTube was too broadly implemented, instead instructing the TIB to block access to just 15 videos. Despite the ruling, the restoration of access to YouTube lies with the TIB. Considering it required multiple rulings to unblock Twitter before the TIB acted, it is unclear if the regulator will quickly lift the ban, or if it will be a matter of days or even weeks.

YouTube was previously blocked between 2008 and 2010, for hosting videos deemed insulting to the country's founder.
