Ballmer in consultation with limited advisory committee, employees wary

Microsoft may be facing a major reorganization one internal source called "titanic" on July 1, one week after its Build developer conference. The shift is allegedly creating four separate divisions within the company, consolidating the many groups and divisions within the company into enterprise, hardware, applications, and services.

According to a report at The Verge, the company will "see a significant focus on further aligning the Windows and Windows Phone operating systems." Numerous sources have said that CEO Steve Ballmer is making the plans with only limited consultation with the executive pool at Microsoft, relying mostly on only a small group of highly-placed individuals and some of the board of directors.

"It feels like it is going to be titanic -- that Steve is doing this change for his legacy," said sources familiar with the situation. "And it's the first time in a long time that it feels like that there will be some major shifts, including some departures."

In an interview in January with former Windows sales senior ice president Joachim Kempin, the CEO was described as an executive more interested in eliminating threats to his tenure than actual advancement of the company.
