iOS 4.3 may show at 1PM Eastern; hotspot carrier-determined?

iOS 4.3 flagged for 1PM Eastern debut

Apple may quickly follow up the iOS 4.3 gold master with a public release on Tuesday. A hint in the morning had the update arriving at Apple's customary 1PM Eastern, or 10AM Pacific. BGR didn't glean whether it would involve all users, but Verizon iPhone owners are excluded from the initial round in part since they already have some of the new features.

The same tipster providing the release date also suggested that the three-device hotspot limit on some networks was determined by the carrier, not by Apple itself. Apple reportedly defaults to three from the start but makes an exception if the carrier asks for five. AT&T on Friday had attempted to shift the question to Apple but had no explanation for why Verizon users could share to two more over Wi-Fi.

Besides Wi-Fi sharing, 4.3 should bring AirPlay video for many more apps and the web, full Home Sharing streaming with videos and other media, a customizable mute/rotation switch, and a much faster JavaScript engine in the web browser.

and there's no iOS 4.3 yet. Guess this was a rumor in the truest sense.
