NTT DoCoMo to sell unlocked micro SIM cards for iPad?

Japanese market used to carrier restrictions
Japanese carrier NTT DoCoMo may sell unlocked micro SIM cards for use with the iPad, according to sources in the country. A 3G-ready version of the tablet is expected to ship to Japan in June, several months after the March launch of a Wi-Fi-only model. In countries like the US and the UK, the 3G version is due in April.
The Japanese situation is unusual however, as the country is not only migrating to the micro SIM standard, but possibly also to the concept of unlocked devices. Japanese SIM cards are typically locked to one carrier, even if they can frequently be swapped between phones. They are also normally bundled with a device, which would make the iPad SIMs the first of their kind.

Simes are not locked, they are provider owned, it's the communication device which can be locked (and the iPad won't be locked at all).
