Apple on Tuesday offered new updates to Remote Desktop and its Server Admin tools. Apple Remote Desktop 3.2.2 Client and Admin both offer improved reliability when copying items, unicast packets when upgrading client software, and fixes to the Automator actions Force Quit All Applications and Copy Items to Computer. The updates also resolve a vulnerability that allowed local users to execute commands with elevated privileges.
Server Admin Tools 10.5.5 provides users with an enhanced Server Admin, which can now correctly enable and show the status of RADIUS or Kerberos authentication for PPTP VPN services, with RADIUS now consistently displaying the primary address for the 802.11n-based AirPort Base Stations.
System Image Utility has had several issues resolved when applying system configuration settings, while Add Packages and Post-Install Scripts now function properly when creating NetInstall images. Workgroup Manager was also updated, improving the browsing and modifying user groups.

From Apple's Server Admin Tools 10.5.5 documentation:
"The Server Administration Software installer package contains tools for remote server administration. These applications require Mac OS X version 10.5 or later."
Which would suggest to me that these tools are not backward compatible for supporting pre-10.5 servers.
