No Internet play for any third-party Wii launch games

This would explain Call of Duty 3, assuming it's true: in an IGN preview for Tony Hawk's Downhill Jam, it's casually mentioned that "...IGN has separately learned from multiple development sources that Nintendo will not release Wii Wi-Fi Connection libraries to third parties until early 2007, which means that no third party launch title will have an online mode." Is Nintendo so insecure that it's willing to restrict Internet play to titles under its direct control? Microsoft has fought tooth-and-nail to earn third-party support for Xbox Live; why not the same for WiiConnect 24?
