Rage WebDesign offers "Site Manager"

Rage Software today released Rage WebDesign 2.8, a major update to the HTML source code editor with an integrated "Site Manager." The free update adds PHP syntax checking, as well as the ability to execute PHP code in a document without loading the page from a Web server. The Site Manager is designed to help keep websites up to date and organized. Rage WebDesign includes built-in support for HTML, XHTML, Cascading Style Sheets (CSS), PHP, JavaScript, ASP, XML, and VBScript. The software features a plug-in architecture, boasting dozens of free add-ons produced by Rage WebDesign users. Rage WebDesign 2.8 is priced at $30 (system requirements were unavailable).
