I hadn't done anything "big" in GarageBand before this, and I'm now quite underwhelmed by GB's hardware requirements... If I try to do anything on my 1.42 GHz 512M Mac Mini while it's playing the song it tells me I don't have a powerful enough machine. I've worked on similarly complex songs on MUCH less powerful machines over the years without anything like this kind of impact.
When the NiN loops were imported, they have reverb and echo on by default for all of the tracks, but the amount is set to 0. (But GB still is drained by it). Go into each track and turn them off, then you won't get complaints about lack of CPU power.
