Evening tech news: The latest widespread Internet worm known as '' is showing more pep after a slow weekend debut; Microsoft Chairman Bill Gates has been fined $800,000 by the U.S. federal government for violating an antitrust rule; the European Commission has warned societies which collect royalties on behalf of musicians that they may be breaking competition rules by extending their national monopolies into the world of the Internet.

Slow here at Macnn, already discussed to death on /.. So one of Bill's trust filed a form late even though what the trust did is completely by the rules. Since Bill is worth $40B, this means if one is worth $100k, you are asked to pay 20 cents in fines.
